Abstract
Safety of life at sea and the protection of sea environment have always been a concern for the maritime community. Especially after a number of serious accidents that occurred in the past, safety of life at sea has specifically concerned maritime organizations and governments, who have deemed necessary to prescribe a safety management system for shipping, in order to protect life at sea, by following safety practices and effective management rules implemented by all shipping companies. Unfortunately until now, all efforts had to do with the improvement of technology and new investments in modern ships, but this was not enough to effectively reduce accidents at sea, which were mainly caused by human errors, and not because of failure in the ships’ equipment. The ISM CODE was developed in consideration of these facts, and in 1994 it was included in the international convention for the safety of life at sea (SOLAS) and since 2002 it is compulsory for all types of ships. The ISM code introduces the basic rules for safety management of ships and safe practices of work for seamen, in order to protect human life and the sea environment. The ISM code, being new to the maritime business, brought about a series of changes in the routine of the method of work and mentality of the shipping companies and the vessel employees. In this way, many advantages for the safety of life and the prevention of pollution were achieved, which was also the objective, although accompanied by an increased cost for the shipping companies. Through an empirical and theoretical research, the present study defines and analyses the advantages and disadvantages which derive from the use of the code. The opinion of shipping company officials who deal with the code daily are noted down and important conclusions with regard to the contribution and effectiveness of the code to the shipping companies are extracted by the use of a questionnaire which was sent to the shipping companies.
