Cabotage refers to the navigation within the territorial waters of a state and between two different points of departure and landing in that state. It is a restrictive/protective term and as such favors the national shipping industry by providing a protective web for its development, away from the competitive practices of other states. This work attempts to analyse the term "cabotage", the international rules that apply and the ways in which these rules affect the cruise operation. In addition, it will analyse most of the Mediterranean countries that control significant shares in the cruise market and the ways in which these countries have, in the past, reacted to the removal of the term "cabotage". In this way, it will become even more obvious why Greece should have, years ago, simultaneously with its competitors, lifted this term, showing in that way willingness to reform regardless of any domestic and corporatist reactions internally, for the benefit not only of the cruise industry but of the Greek economy in general.
