The present MSc thesis constitutes a study about the technological developments in access and distribution of education data to heterogeneous platforms via the Internet for the blind or people with low vision. New techniques in combination with the facilities that the World Wide Web offers, gave a different dimension in the storage and delivery of education data. Current applications allow different devices to retrieve the same data that are stored in a relational database. The aim of the present thesis is to provide the user with the benefit of easy access to the data and to present the use of new technologies and the utility of their advantages as well as the standardization process of describing the exchanged data, so that there can be compatibility between different systems and techniques. For the purposes of the present thesis, an experimental application framework was designed and developed, based on the Java programming language and on new standards. A user can interact with the framework prototype through personal computer and traditional web browsers. The structure of the application follows the three tier architectural framework (presentation, business logic and data manipulation tier) and uses standards like XML in order to achieve compatibility during data transfer from and to disparate access points of learning. The functions and the characteristics of this experimental application are fully described, both in logical and in technical level. Finally, the current dissertation refers to future trends in data exchange in Education for the blind or people with low vision. The concept of Virtual Student Record, the Web Services and Service Oriented Architecture prototypes can offer major performance levels in learning applications in the future.
