This thesis explores the economic and institutional dimensions of the European and national strategy for the development of the maritime economy, with a focus on aquaculture in Greece. The blue economy emerges as a key pillar of sustainable development, with aquaculture positioned as a strategic sector for the European Union due to its synergy of primary production, technological innovation, and low environmental footprint. Through the European Green Deal, the “Farm to Fork” strategy, and the European Maritime, Fisheries and Aquaculture Fund, the EU promotes an integrated regulatory and financial framework aimed at sustainability and social inclusion.
The study analyzes both the EU’s legal framework and Greece’s national regulatory landscape, including the Multiannual National Strategic Plan 2021–2030. It presents quantitative and qualitative data regarding sector performance, investments, and challenges. Particular attention is given to the obstacles facing Greek aquaculture: licensing complexity, fragmented spatial planning, and limited public acceptance. The thesis concludes with policy recommendations to enhance governance, public engagement, and technological adaptation, aiming to foster a competitive and sustainable maritime economy. Its contribution lies in offering an interdisciplinary understanding of the governance and development challenges of Greek aquaculture and enriching the broader dialogue on sustainable maritime growth in Greece.
