The present dissertation primarily aims to define and clarify the concepts of sustainable urban development, as well as to analyze the strategies associated with it. Particular emphasis is placed on the pivotal role of local government in critical sectors such as waste management, water resources management, and energy, as well as in the overall promotion of sustainable development.
Special attention is given to the definition of sustainable cities, with the inclusion of representative examples. In parallel, the phenomenon of desertification is examined, along with the challenges faced by contemporary local governments and the policies developed within the framework of the European Union Missions (EU Missions).
The thesis provides a detailed overview of smart practices and applications adopted in cities in Greece and abroad, along with future action plans and policy objectives aimed at enhancing urban sustainability. In addition, it includes a sample-based survey on sustainable development conducted in the Municipality of Thessaloniki. The results of this survey are extensively presented and discussed, with key findings highlighting significant trends and perceptions among the residents of the Municipality of Thessaloniki regarding living conditions, mobility, and the city’s sustainability prospects. These results from the statistical analysis may serve as a useful tool for municipal authorities, supporting the adoption of targeted and structural measures that promote the city’s sustainability.
Overall, the study seeks to demonstrate how the concepts of resilience and sustainability are integrated within the framework of “smart cities,” and to illustrate how their implementation contributes substantially to addressing critical issues facing contemporary societies. Through the combined analysis of theoretical frameworks, international practices, and primary research, the thesis offers a meaningful contribution to the understanding and advancement of the sustainable urban transition.
