The purpose of this thesis is to highlight specific aspects of urban resilience, with a particular
focus on social resilience.
Successive crises, whether economic or health-related, have brought to light the
critical importance of social resilience, as well as how it is interconnected with other forms of
resilience such as institutional, political, and infrastructural resilience. These contribute to the
achievement of long-term urban social resilience.
This thesis aims to demonstrate how urban planning and social policy influence a city’s
social resilience.
In the first part, key concepts will be defined, and the dimensions of urban resilience
will be presented. These include: infrastructural urban resilience, ecological urban resilience,
social urban resilience, economic resilience, and institutional resilience.
The second part will identify the factors that affect social urban resilience and which
should be taken into consideration in the urban planning of a city. These include spaces that
encourage social interaction, green spaces, citizen mobility, the degree to which citizens feel
safe, and economic stress. This section emphasizes and analyzes the significance of urban
agriculture as a means of strengthening social resilience.
The third part includes an analysis of the connection between social policy and social
resilience. It outlines the types of actions that can be taken within the framework of Social
Policy and explores the importance of citizen participation in decision-making processes.
Finally, the thesis examines how the pandemic affected the social resilience of cities.
Examples of cities are provided and the ways in which they adapted their urban planning in
response, as well as how social policy was called upon to address the challenges posed by the
pandemic.
