Resilience in cities is both explicitly and implicitly recognized by the United Nations 2030 Agenda for Sustainable Development (SDGs). The concept of resilience applies to cities because they are complex systems that constantly adapt to changing conditions. Building resilience in rapidly urbanizing environments affected by chronic violence, disasters and extreme poverty is a challenge, but also a necessary condition for addressing (mitigation and adaptation) climate change. In this context, the purpose of this paper is to examine the concept of a resilient city in the challenges of climate change, focusing on the city of Athens and specifically the Metropolitan Municipality of Athens. The city of Athens is called upon to address significant challenges arising from the climate crisis, even in the short term. The economic pressures resulting from the 2008 financial crisis and the health crisis due to the Covid-19 pandemic have weakened existing infrastructure and financial resources that could be allocated to addressing climate change-related issues. The lack of appropriate infrastructure, the city’s ever-growing population, the inefficient building stock, and the energy crisis pose additional challenges for Athens. The city has already taken significant actions to address climate change-related issues, with the ultimate goal of creating a resilient city. What is required, however, is the formulation of a holistic and multi-sectoral policy over individual actions and fragmented plans, which will be based on the overall assessment of vulnerability and the participatory planning of actions, which will be aligned with both the National Energy and Climate Plan and the National Recovery and Resilience Plan "Greece 2.0".
