This diploma thesis is carried out within the framework of the Postgraduate Program of
Studies in Applied Public Economics and Policy of the University of Piraeus. It aims to
analyze the determinants of poverty in Greece and to assess the role played by the welfare
state in addressing it. The paper focuses on the various dimensions of the phenomenon of
poverty, its social, political and economic causes, as well as the prospects for reduction
through political interventions.
The first chapter analyzes the conceptual definition of poverty, divides it into absolute and
relative poverty and analyzes its evolution from the pre-war era to modern Greece, with
particular emphasis on economic crises and social inequality. In the second chapter, the
main causes of poverty are analyzed, and then in the third chapter, the importance of the
welfare state as a mechanism of protection against poverty is underlined. The basic models
of the welfare state and the challenges faced in Greece, such as the ageing of the population,
technological progress and new forms of work, are analyzed. Finally, an analysis of data
on unemployment and income inequality is provided in Chapter 4.
This thesis will provide a comprehensive understanding of the root causes of poverty in
Greece, while assessing the contribution and prospects of the welfare state in tackling the
phenomenon. In this way, it aspires to be a useful tool for shaping effective social
protection policies and reducing social inequalities.
