Starting with the first chapter, the definition and elements of the city and urbanization as a social phenomenon are given. The paper then focuses on the definition of the smart city and its features and structure. In this section, its development path and success factors are highlighted. An additional element analyzed is the EU's attitude towards this issue and the dimensions and limits of its strategy. The third chapter examines the concept of regional development and sustainability. Through a discussion of the UN's sustainable development goals, an attempt is made to link sustainability, regional development and smart cities. In addition, the extent to which modern cities are approaching these objectives is presented. The fourth chapter presents some examples of smart cities in the EU and Greece, concluding that some of them have already made serious efforts in this direction. This is followed by a list of proposals for transforming a city into a 'smart' and
sustainable and environmentally friendly city. The final chapter of the paper presents the conclusions that have been drawn from the whole of it.
