In this paper, reference will be made to the types of the State Budget and also to the Performance Budget, which will be applied for the first time as a pilot in 2021 in Greece, emphasizes the evaluation of the performance and results of the operation of state bodies, that is, it links the result with the available resources, answers the question of how public resources are spent, what actions they finance and what the result is.
It is worth referring to the public account, and to what extent the Budget is applied correctly and whether it is efficient in the years 2021 and 2022.
How they shape the fiscal outcome and how the public debt is affected by the effects due to the COVID-19 pandemic and the increase in energy prices.
The fiscal expenditures during the period of the COVID-19 pandemic will be analyzed and how they affected the Greek economy, the public debt, the result of the General Government and also the overdue debts.
For the preparation of this work, a comparative analysis was made with the countries of Southern Europe, specifically with Italy, Spain, Portugal, Malta and Cyprus, in terms of the evolution of the Public Debt, its sustainability, but also the economic development through the COVID – 19 pandemic.
The work consists of four chapters in each of which different things are analyzed, namely:
The first chapter explains the terms as well as its types
of the State Budget, reference is also made to the Report as well as to the achievement or not of the objectives of the Budget. In the second chapter, it refers to Public debt, how it was affected by the effects of the COVID-19 pandemic, but also by the increase in energy prices and how this also affected the overdue debts of the General Government. Finally, reference is made to the debt of the Central Administration and the General Government, its structure and its evolution.
In the third chapter, which contains the comparative analysis of the public debt of the Southern European countries and the sustainability of their debt, after first making an extensive reference to the economic course of each country, the conclusions of the analysis are presented. And in the fourth chapter the conclusions of the work are presented.
