This Master Thesis examines the Digital Transformation of the Municipality of
Athens. Initially, general concepts such as digital transformation, smart government, smart
cities are studied, while subsequently good practices of digital transformation from Europe
and Greece are presented. Emphasis is placed on how to implement this transformation,
examining the available financial tools, the synergy with other policies, as well as the
challenges that these cities have to face. More specifically, as regards Athens, it presents
the existing actions that have been implemented and provides an extensive analysis of the
digital strategy that has been developed by the Municipality of Athens and is in the process
of being implemented.
This Thesis shows that Athens is already mature enough in terms of digital
transformation, but it should implement its planning, using the available resources from
various funding sources, in the best possible way. The role of citizens is crucial, as is the
role of innovation, and it will need to build on good practices and address threats and risks,
such as cybersecurity.
Regarding the methodology used, this is an extensive literature search, which takes
place in scientific journals and other writings that address issues of digital transformation
and smart cities. Furthermore, relevant studies published in both English and Greek are
used, while sources from the Internet are also exploited, so that the approach to the issue
under study is as up-to-date as possible. For the more extensive study of the digital
transformation of the Municipality of Athens, material was drawn from the published
Digital Strategy of the Municipality of Athens, as well as from relevant studies and
websites related to the Municipality of Athens.
