This dissertation focuses on issues concerning the administration of public bodies and, more specifically and in detail, the health units. For the health units it is pointed out that they are considered as organizations that offer high quality health care that is based on patient safety. Safety, together with the avoidance of mistakes, are therefore considered prerequisites for the proper operation of the health units. Without a focus on these two dimensions of the quality of health organizations, there is no growth and patient satisfaction. Also, quality is a broad concept, but it is standardized. The international quality standards that are applied follow the principles of the philosophy of Total Quality Management that focuses on the hygiene and safety of the premises and facilities as well as customer satisfaction, ie in the case of public organizations of citizens. For a health unit, the application of the principles of Total Quality Management leads to an increase in the quality of management, to improvements in budget management, to the timely response to crises as well as to the increase of efficiency. However, as discussed in the whole range of diplomacy, ie the main part of it, talking about quality assurance does not necessarily mean that it is guaranteed. Therefore, a clear strategy for evaluating the efficiency, effectiveness and cost-effectiveness of health facilities is required. Typically, the basic quantitative methods used in the management of health units are discussed and then the implementation of the Common Evaluation Framework is proposed, which is a clear methodological framework based on the principles of Total Quality Management and New Public Management. The Common Evaluation Framework applies nine quality criteria and is based on internal evaluation. The internal evaluation takes place by a Project / Evaluation Team that compares their own assessments of the nine criteria and sub-criteria of the Common Evaluation Framework and those of patients (citizens) or employees or both. The management of the health units, thus, with the implementation of the Common Evaluation Framework becomes a more complete and clearer task with specific steps and conditions. The analysis, however, is not only theoretical but also focuses on specific examples which concern the Greek case.
