This thesis investigates how food safety is regulated in the European Union with the
aim to structure the different rules and authorities regulating food safety through the
ages, from the establishment of European Union until nowadays.
The interest of ensuring food safety at every stage of the food production process is
central in the European Union in order to protect public health, as well as the health of
animals. Through the writing of this thesis, the aim is to be stressed out that the social,
economical, political significance of the food industry is crucial for the European Union,
while at the same time food law is about Common Agricultural Policy, free movement of
commodities, consumer protection and fair trade.
The first chapter of the thesis elaborates the importance of the food industry for the
European economy and society. Food industry is one of the most important sectors in
Europe, which is proven with statistical data. On the other hand, the constant changes
of the European society affect the nutritional behavior of European citizens.
The second chapter of the thesis approaches the history of European legislation and
policy from 1951 to 1999.
Chapter three of the thesis contains the existing legislative framework. European food
safety legislation and policy underwent substantial reform in the early 2000s, which
formed a complex and integrated system of rules covering the entire food chain, from
animal feed and health, through plant protection and food production, to processing,
storage, transport, import and export and retail sales.
Chapter four of the thesis focuses on the aim, function and governance of the
European Food Safety Authority.
