The aim of this thesis is to examine the level of the contribution of the social economy actors (also known as the Third Sector of the economy) to the European sustainable development, and subsequently to the Greek one, too. But mainly, it seeks to answer the question: What kind of mechanisms and procedures are needed so as to reproduce this alternative economic model in a more effective way for Europe’s prosperity?
Attempting to answer this question -and starting from the statement that Social Economy expresses itself historically in times of severe crisis and of social transitions, proving its strength and its progress though dealing with multiple problems- the thesis focuses on the recent developments and trends of the Social Economy field.
At first, both historical and social references as well as theoretical models are used to the comprehension of the social economy. Its operators and actors are being described, while a big concern is shown on the “social enterprise” - the Third Sector protagonist in the role of strengthening social investments and creating a social impact.
Besides, it is interesting to follow the presentation of the relation between the social entrepreneurship and the public sector plus the financial intervention mechanisms that support the social innovative start -ups by using the most modern tools of Social Banking ,such as social bonds, microcredits, joint ventures, philantrocapitalism.
Attention is drawn on the European institutional framework that stands for the public procurements of social reference while new trends are being described in detail: the social franchise, the digital social innovation and its applications, the start –ups and the social enterprise mark.
The American conception of the so called Third Sector is also present through the description of the similarities and differences between USA and EU on the matter. A report on the Islamic point of view on social entrepreneurship is noted as well.
In a similar way, the greek social entrepreneurship situation is being described, first by recording the historical, institutional and legislative development of the main social actors and then by stating their financial intervention sources. Τhe writer makes critical remarks on two laws, the 4430/2016 law for the social economy in Greece and the 4412/2016 law on social public procurements.
Besides, a valuation of the greek social enterprise situation is being attempted, with its prons and cons included. But before that, the writer presents Greek social entrepreneurs’ efforts to familiarize with innovations in fields such as infrastructure, energy, health while there is a meticulous description on energy cooperatives under the 4513/2018 law.
The thesis reaches the end by addressing fourteen recommendations to (mainly) strengthen the Greek social entrepreneurship ecosystem.
