In this present Master thesis, we studied systemically the notion of public funding in the form of Venture Capital, focusing in Greece and by comparing it with the international environment. This is the first time in which a thorough and systematic depiction of the Greek Venture Capital ecosystem is being attempted showing how it has been formed after a series of public interventions and financing. An extended discussion is being made regarding the importance of Venture Capital financing, not only in Greece but also internationally, the legal framework regulating Venture Capital funding in Greece is presented as well as the available financial tools towards this direction. Also, an extended discussion is being made regarding the systematic building of a Knowledge based Economy and how it is being fed by public interventions in order to bridge the gap between research and innovation. Finally, we valuate the effect of public interventions in the Venture Capital ecosystem, the opportunities and dangers arising in such an environment while attempting to correlate, for the first time, the “infant industry” protection argument in startups. This thesis concludes with the discussion about public funding and policies aiming to enhance the Venture Capital ecosystem of the country under the “Mundell – Fleming” model in the Eurozone framework.
