The purpose of this thesis is to study the legal framework of the floating station for the reception, storage and regasification of natural gas (FSRU) based on the legislation in force in Greece and to highlight the commercial aspects of such a project in Greece and in the wider Balkan region.
First of all, it is worthwhile presenting some basic technical specifications and features relating to the construction and operation of the FSRU floating station, as well as its advantages over an onshore terminal. A detailed presentation of the legal and institutional framework governing the installation and operation of a floating station in Greece, as well as examples of regulatory frameworks in existing FSRUs, as well as legal restrictions presented in countries likely to be of interest to install a FSRU will be followed. Particular mention will be made of the ongoing FSRU installation and operation program in Alexandroupolis as it will be the first in Greece, while with reference point this will be attempted to highlight the commercial aspects for a strategic development in our country and more broadly in the Balkan region.
