The exploitation of hydrocarbons is a technically, economically and geostrategically
demanding and complicated project of great financial and geopolitical significance at both
national and international level. In the current era of competitive global market and amidst the
economic crisis, strict austerity measures and harsh fiscal adjustment, the need to exploit the
available energy resources has become imperative for the country. Thus, after nearly fifteen years
of inactivity the Greek State restarted the procedures for exploring potential deposits within the
areas of its territorial integrity. At the same time, it gradually developed a suitable business
environment to attract potential investors with experience in the energy sector to research and
exploit hydrocarbons.
In view of the above, the Ministry of Environment, Energy and Climate Change publicly
invited corporations to express their interest regarding the granting of exploration and exploitation
rights for hydrocarbons in two marine areas of Western Greece. Following a comparative
assessment of the final bids, the selected investment schemes were Hellenic Petroleum SA, Edison
International SpA and Petroceltic Resources plc, for the Gulf of Patras and Energean Oil & Gas-
Energy Aegean Societe Anonyme Research and Production of Hydrocarbons and Trajan Oil &
Gas Limited for the Katakolo area.
Therefore, this diploma thesis intends to analyze the economic and legal aspects of the
exploration and exploitation of hydrocarbons in Greece on a theoretical level, as well as to
examine the existing legislative framework governing hydrocarbons law, highlight the legal gaps
and evaluate the concession contracts signed regarding the geographical area of the Region of
Western Greece. Furthermore, it should be noted that the purpose of my research is not solely to
present the topic and the individual components of my thesis from just a bibliographic point of
view. On the contrary, an effort will be made to document the view of the parties involved, the
active partnerships and the governmental bodies, regarding the analysis of key issues affecting
the energy sector which is under consideration. In order to achieve the above-mentioned result,
interviews were conducted as a methodological tool for research, involving three companies
operating in the concession areas and two government bodies, through which important data were
collected.
