The ways in which distance learning has been used have progressed at a rapid pace due to the internet and multimedia. The robust development of networks and telecommunications has created new horizons and provides new choices. Computer networks have eliminated distances and offer innovative ways of communicating.
The objective of this study is to investigate the use of 4G mobile telephony/communication technologies in OAED training units. Initially, the study detects bibliographically the field of distance learning and its basic aspects: electronic learning (e-learning) and mobile learning (m-learning). The analysis 4G technology follows, which is the proposed technology for mobile education and training provided by OAED. The general and the special-educational - profile and role of the OAED (MANPOWER EMPLOYMENT ORGANIZATION) are outlined below.
On the basis of the above, the proposal is for OAED to provide most of its educational activities, through the use of the mobile telephony network (m-learning) in combination with e-learning. It is a proposal of m-learning that primarily uses the mobile telephony network, using 4G technology that allows significantly more fast, reliable applications so that the trainee/learner of each grade or specialty to have the choice of studying material, carrying out work or experiments and yet to create new applications that require physical presence in a location beyond the office where a computer is connected to the internet.
A techno-economic study for the application of 4G technologies in OAED training structures is then carried out, based on a comparison of two models. The first model concerns the OAED schools currently operating, on the basis of real economic data and the second model concerns the case study of OAED schools based on e-learning and mobile learning technologies, presenting in the latter case economic models based on realistic, optimistic and pessimistic scenarios. Financial data such as cash flow statements, CAPEX, OPEX and fixed investment expense are presented.
We conclude by proposing the creation of one m-learning educational tool as it brings clear economic benefits to the organization and meet the needs of modern society and the market demand for education and training.
