In this paper, an attempt is made to identify the factors and the background on which the EU and Turkey joint treatment for the refugee and immigration crisis that started in 2015 was based. The underlying causes and the conjunctural factors that led to the need for this agreement were investigated. At the same time, a basic presentation of the two essential aspects of this agreement, of the nature of refugee and migratory issues and of the EU - Turkey relations, was made. The extensive theoretical approach and bibliographic reference of these two sub-themes were necessary for a better understanding of the agreement itself, which was presented in its entirety and analyzed, especially regarding its application, in the last chapter. The paper ends with the presentation of a series of conclusions on all aspects of the study of the agreement, with the basic conclusions being the inadequate approach of Greece and Europe to the issue, Turkey's self-evident approach and the prescribed course of the agreement towards an ineffective implementation, based on its two component approaches. Nevertheless, it is an important basis for improving the conditions of both the policies addressing migratory flows and the cooperation between EU and Turkey.
