It is common confession that for the effectiveness of the social policy and the existence of a real
welfare state, it is required the consent of all political and social carriers, employers, employees and the
wider public opinion to achieve the primary objective of an insurance system.
The present writing aims at presenting and analyzing the insurance system and employment. It
consists of five main chapters. At the first chapter we present the basic concepts, functions and main
problems of the health insurance system today. At the second chapter we describe the concept of the
welfare state, as well as the social rights of the individual within it.
The subject of the third chapter is the historical route of the welfare state and the insurance
system in our country, from the creation of the Greek state to the present day. In the fourth chapter we
describe the E.S.K.A. (Greek Social Insurance System) and its latest evolution E.F.K.A. (United Carrier
of Social Insurance), with the main current problems of the insurance system. Special attention is paid to
unemployment and immigration and the way that these contemporary problems are confronted both at
the social level through the social carriers, as well as at the political level, applied or not. Finally, the
fifth chapter presents a comparative study of four representative different European insurance systems
today.
In conclusion, we present the perspectives of insurance systems in the future, as well as ways of
solving their main problems, such as, for example, the demographic problem.
