This paper presented the theoretical background for "leniency programs" with their respective definitions. Synergies were given with the macroeconomic data that an economy assesses. The international literature was developed with articles evaluating "leniency programs" or alternatively "cartels" and their effects on the economy and the country. We also gave the description of the construction industry in Greece, which was the most recent event of such a program. In the empirical assessment of the case of the Greek construction industry a description of the cartel and of the two groups was made, without being named for the protection of the groups and the scientific evidence on the part of the researcher.
Therefore, the presence of the "Greek construction cartel" showed that its long-term trend did not benefit the economy and industry. This is reflected in the fact that companies or consortia for large construction projects have at least one company that is the shareholder in the share capital and is involved and doomed by Greek justice. This means that almost all companies with a license of 6 or more licenses are likely to be involved in some way in the "cartel". It is also necessary to reformulate the manner of publishing the financial statements for the immediate and valid information of shareholders, investors, lenders and citizens country. The company that participated shows much higher growth in assets and liabilities, but with reduced profits compared to the company that did not participate. For this reason, results from the existence of the program, as well as ways of dealing with its negative outcomes, should be investigated in a longer-term and economic context.
