The effectiveness of the Hellenic Competition Commission : a comparative analysis

This paper examines the effectiveness of the Greek Competition Commission compared to the principles of six other EU Member States. Its purpose is to examine the level of competition in Greece and how this is influenced by the Greek institutional framework on competition and the effectiveness of the Greek Competition Commission.
Within the comparative part of the thesis, the data from 6 countries of the European Union were studied. These countries are: Austria, Belgium, Hungary, Portugal, Sweden and the Czech Republic. The selection of the countries of analysis was based on their population proximity. The figures used cover a period from 2003 to 2017.
The comparative results of the study showed that the level of competition in Greece is not at a satisfactory level, which is also testified by the country's position in the global ranking of competitiveness.
Despite the rather satisfactory staffing (both in number and at executive level) of the Greek Competition Commission, the results of its action are not satisfactory.
The study concluded that this is not due to the Commission's impossibility of repressive action. The author's opinion is that chronic pathogens of the Greek economy, protective provisions, gaps in existing legislation and inadequate education / information for both businesses and individuals lead to these results.
The Greek Competition Commission from 2013 seems to have put most of its efforts in this area. By intervening in the field of preventing distortion of competition it is trying to change the data and these efforts seem to start to pay off.
