dc.description.abstract | Επιγραμματικά στην Διπλωματική Εργασία, σημειώνεται πως ο βαθμός ανάπτυξης της οικονομίας όπως αυτός εκφράζεται με τον ρυθμό αύξησης του Ακαθάριστου Εθνικού Προϊόντος (ΑΕΠ) αποτελεί σημαντικό παράγοντα χρηματοδότησης των δημοσίων δαπανών υγείας. Οικονομίες με υψηλούς ρυθμούς ανάπτυξης τείνουν να δαπανούν υψηλότερα ποσά για την βελτίωση των συστήματος υγείας. Ταυτόχρονα, παρατηρείται αύξηση των ιδιωτικών δαπανών υγείας, ιδιαίτερα μετά το 2008, έτος που ανέκυψε η διεθνής χρηματοπιστωτική κρίση. Για τον λόγο αυτόν, η Διπλωματική Εργασία μελετά την πορεία των δαπανών υγείας στην Ευρωπαϊκή Ένωση κατά την περίοδο 2005-2014.
Αρχικά, γίνεται εισαγωγή στο σύστημα υγείας και τις δαπάνες υγείας, εξηγείται η κατηγοριοποίηση δαπανών υγείας με βάση το Σύστημα Λογαριασμών Υγείας (ΣΛΥ) και αναφέρονται οι ευρέως χρησιμοποιούμενοι δείκτες μέτρησης αποτελεσμάτων υγείας. Ακολουθεί, η θεωρητική προσέγγιση του θέματος με εκτεταμένη αναφορά σε σχετική βιβλιογραφία, ενώ παρουσιάζονται και αναλύονται τα δευτερογενή στοιχεία που αφορούν στις δαπάνες υγείας στην Ευρωπαϊκή Ένωση κατά την περίοδο 2005 -2014. Η Διπλωματική Εργασία χρησιμοποιεί και στοιχεία της περιόδου 1990-2010 ως βάση αποτύπωσης της αυξητικής τάσης των δαπανών υγείας στις ανεπτυγμένες οικονομίες. Επιπλέον, γίνεται αναφορά στις επιπτώσεις της οικονομικής κρίσης στα αποτελέσματα υγείας.
Ως τελικό συμπέρασμα επισημαίνεται πως, παρά τις διαφορές τους, τα συστήματα υγείας στην ΕΕ βασίζονται σε ένα μείγμα των πηγών χρηματοδότησης. Ωστόσο, οι ανεπτυγμένες οικονομίες καταγράφουν υψηλά ποσοστά δημοσίων δαπανών επί των συνολικών δαπανών υγείας της Ευρωπαϊκής Ένωσης, με ανερχόμενες οικονομίες να ακολουθούν με σταθερούς ρυθμούς ανάπτυξης παρά την κρίση. | el |

dc.description.abstractEN | Summarizing this Thesis, it is observed that the growth of the economy as expressed in the Gross Domestic Product (GDP) growth is an important factor to determine the level of health expenditure in a nation. Economies with a high GDP growth rate are more likely to spend more for improving their health systems. At the same time, it is observed that the level of private health expenditure is rising, especially after 2008 when the global financial crisis came into effect. Therefore, this Thesis studies the trend of health expenditure in the European Union for the period 2005 – 2014.
After an introduction to health system and health expenditure, the Thesis explains the classification of health expenditure based on the System of Health Accounts (SHA) and analyzes mainstream health indicators. Then, an extended presentation of related literature review follows, whereas the secondary data which refer to health expenditure in the European Union during 2005 – 2014 are extensively analyzed. There are also secondary data related to health expenditure for the period 1990 – 2010, which serve as the basis for reflecting the uptrend pattern of the health expenditure in the developed economies. The repercussions of the global economic crisis on health measurements are also presented.
The Thesis concludes that although different in their structure, the health systems in the EU are using a mix of funding sources. However, the developed economies have high percentages of public health expenditure compared to the total health expenditure in the EU, while emerging economies are following at a steady growth rate in spite of the financial crisis. | el |
