The Greek health system is characterized traditionally by the high levels of out-of-pocket health payments by the households while, during the economic crisis, there has been a significant decrease in the public health spending. Both factors increase the financial risk and financial burden of households as well as their impoverishment due the out-of-pocket health payments. The deterioration of several socio-economic indicators and the increase of the catastrophic health spending indicate that the financial protection mechanisms placed to protect households from health shocks are actually weak. The Law of 2016 concerning the universal health coverage of the population was a positive step, but the effects of that law will be reflected in the data of 2017 onwards. To the best of the author’s knowledge, the incidence of catastrophic health spending in Greece has not been measured for that particular period. The goal of this research study is to draw on the most recent available data about household consumption, which are available from the Household Budget Survey 2017 conducted by the Hellenic Statistical Authority, in order to measure the incidence of catastrophic health spending and impoverishment and to examine whether they are correlated to particular socio-economic household characteristics as well as the payment for specific health services.
