This thesis addresses regulation policy as a government intervention in the market in order to promote social welfare. There’s an introduction in regulatory policy design, implementation and evaluation procedures, as well as in methods and tools available to the Regulatory Agencies for improving market efficiency. The analysis, as well as the access pricing case studies, revealed that the regulators have constantly to balance various conflicting interests, while their actions are determined by the expected results of the regulation, the regulated market, the institutional framework and the effect of exogenous factors.
